Eleven Days and a Shaky Platform: What NRS's July 31 E-Invoicing Deadline Means for Large Taxpayers

On July 19, 2026, the Nigeria Revenue Service issued a public notice, signed by Chairman Zacch Adedeji, giving large taxpayers, companies with gross annual turnover of ₦5 billion and above, until July 31, 2026 to complete e-invoicing compliance on its Merchant Buyer Solution platform. Eleven days remain. The mandate itself is not new: NRS first announced the phased rollout on February 17, 2026, and reported that over 1,000 companies had complied by the end of the first quarter. What has changed is the tone. Compliance monitoring has now begun, and the notice warns that defaulters face “appropriate regulatory and enforcement actions.” The platform carrying this deadline, however, has a recent history worth knowing before you plan your onboarding schedule around it.

What the July 31 deadline actually requires

Registration alone will not satisfy the mandate. To be compliant, a large taxpayer must complete four steps: register on the Merchant Buyer Solution platform; integrate its invoicing systems through an NRS-approved Access Point Provider or Systems Integrator; complete validation and testing of that integration; and begin actively transmitting invoices that carry a valid Invoice Reference Number. Any invoice issued or received without a valid Invoice Reference Number after the deadline does not count, on NRS's own framing, as a compliant e-invoice. For finance teams, that reaches beyond the tax function: sales, procurement and IT all touch some part of this chain, and a single unintegrated business unit can put an otherwise-compliant group in breach.

A platform with a documented failure under load

Rev360, the NRS's unified tax administration platform, is only months old, and it has already failed once at a deadline. When the June 30, 2026 corporate income tax filing deadline arrived, taxpayers attempting to file in the platform's final hours ran into login failures, validation errors and submissions that would not go through. The volume of complaints was significant enough that the Lagos Chamber of Commerce and Industry's Director-General, Dr. Chinyere Almona, said publicly: “The failure was that of the platform, not the taxpayers.” LCCI asked NRS for a one-month CIT filing extension, a waiver of penalties for companies that could show they tried to file before the deadline and were blocked, and visible investment in Rev360's capacity before the next filing cycle. That next filing cycle is now: the e-invoicing deadline is the first major compliance event to test whether Rev360's stability issues have been addressed.

What this means for your business

If your company's gross turnover is ₦5 billion or above, you are in scope for this deadline regardless of sector, the threshold applies as readily to a mid-sized oil servicing firm or construction contractor as to a bank. The practical risk is not the compliance requirement itself; most large taxpayers have had since February to prepare. It is the possibility of attempting to complete registration, integration and testing in the platform's final, busiest days and finding it cannot handle the traffic, as happened on June 30. Three steps reduce that risk. Confirm now, not next week, that your Access Point Provider or Systems Integrator has actually completed and tested your integration end-to-end, including a live Invoice Reference Number being issued and received. Attempt a real transmission well before July 31 so any platform-side fault surfaces while there is still time to escalate it, rather than on the deadline itself. And if the platform does fail on you, document it immediately: screenshots, timestamps and support tickets.
